Background: Express lanes are highway lanes that are reversible, used to relieve congestion from the transportation system, and established and operated by the Department of Transportation (DOT). Currently, Washington State has two sets of express lanes, which are located on Interstate Highway 5 and 90.

Summary of Bill: The bill as referred to committee not considered.

Summary of Bill (Proposed Substitute): DOT may prohibit commercial motor vehicles used in commerce to transport property from utilizing express lanes during peak hours traffic hours. A violation of this prohibition constitutes a traffic offense. Peak traffic hours range from Monday through Friday from 6:00 a.m. to 10:00 a.m. and 3:00 p.m. to 7:00 p.m.
