Suspends agency rule making, with certain exceptions, until the later of July 1, 2014, or such time as the economic and revenue forecast council reports for three consecutive quarters that state revenue collections have increased above the official forecast adopted on or before February 20th in an even-numbered year or March 20th in an odd-numbered year.
