Requires the owner or operator of a tank vessel transiting to or from a Washington marine facility to: (1) Establish and fund at least one regional vessels of opportunity response group to supplement the timely and effective response to spills in the vessel's area of operation; and

(2) Partner with local emergency management organizations to fund a volunteer coordination system.

Requires the department of ecology to: (1) Order large-scale, multiple plan equipment deployment drills of tank vessels; and

(2) Adopt and revise by rule, at least once every four years, standards for the preparation of contingency plans.

Increases notifications the owner or operator of a covered vessel must provide to the United States coast guard regarding a vessel emergency.

Requires the director of the department of ecology to formally request that the federal government contribute to the establishment of regional oil spill response equipment caches in this state to ensure adequate response capabilities during a multiple spill event. This requirement expires December 31, 2014.

Increases civil penalties for certain violations by owners and operators of covered vessels.
