Establishes the intrastate mutual aid system to provide for mutual assistance in an emergency among political subdivisions and federally recognized Indian tribes that choose to participate as member jurisdictions.

Creates the intrastate mutual aid committee which is a subcommittee of the emergency management council to develop and update guidelines and procedures to facilitate implementation of the intrastate mutual aid system by member jurisdictions.
