HB 1816 - DIGEST

Addresses funding and operating practices of the state higher education system relating to: (1) Tuition and state funding;

(2) Financial aid programs;

(3) Transfer and articulation system and policies;

(4) Cost savings;

(5) The rising juniors test;

(6) High school dual credit programs; and

(7) Remedial instruction charge back.

Creates the Washington higher education internship program.

Provides a business and occupation tax credit for participants in the program for wages and benefits paid to interns in qualifying internships.

Creates the HELP investment fund within the state investment board's portfolio of investment pools.

Abolishes the workforce training and education coordinating board and transfers its powers, duties, and functions to the state board for community and technical colleges.

Transfers higher education coordinating board data collection functions to the legislative evaluation and accountability program.

Eliminates the following programs: State work-study; state need grant; higher education loan; future teachers conditional scholarship and loan repayment; state national guard conditional scholarship; GET ready for math and science scholarship; American Indian endowed scholarship; international exchange school; health professional loan repayment and scholarship; foster care endowed scholarship; passport to college promise pilot; college bound scholarship; promise scholarship; food animal veterinarian conditional scholarship; and educational assistance grant program for students with dependents.
