Establishes the educational success for youth and alumni of foster care act.

Includes in the purpose of the passport to college promise program to improve high school graduation outcomes for foster youth.

Adds or replaces requirements for the department of social and health services, higher education institutions, school districts, and other partners relating to outcomes for foster youth.

Revises foster youth enrollment requirements in the college bound scholarship program.

Changes the expiration of the passport to college promise program from June 30, 2013, to June 30, 2022.
