Centralizes within one agency the authority and responsibility for the development and oversight of policies related to state procurement and contracting.

Centralizes the location of information about state procurements and contracts.

Provides state agency contract data to the public in a searchable manner.

Requires the department of enterprise services to establish a sweat-free procurement policy and code of conduct that ensures purchases by state agencies are produced in workplaces free of sweatshop conditions.

Provides that the state develop procurement policies, procedures, and materials that encourage and facilitate state agency purchase of goods and services from Washington small businesses.
