Exempts from requirements to obtain a substantial development permit, a conditional use permit, or a variance, the installation of site improvements for storm water treatment in an existing boatyard facility if the installation is for meeting the requirements of a national pollutant discharge elimination system storm water general permit.

Requires the department of ecology to ensure compliance with the substantive requirements of the shoreline management act through the review of engineering reports, site plans, and other documents related to the installation of boatyard storm water treatment facilities.
