Providing a process for county legislative authorities to withdraw from voluntary planning under the growth management act.

Authorizes certain counties to adopt a resolution removing the county, and the cities located within the county, from the requirements to adopt land use plans and development regulations under certain conditions.

Expands the definitions of "vulnerable adult" and "financial exploitation" in chapter 74.34 RCW (abuse of vulnerable adults).

Authorizes the department of social and health services' adult protective services division to enter into agreements with federally recognized tribes to investigate reports of abandonment, abuse, neglect, financial exploitation, or self-neglect of vulnerable adults on property over which a federally recognized tribe has exclusive jurisdiction.

Requires the department of social and health services, when it opens an investigation of a report of abuse, neglect, exploitation, or abandonment of a vulnerable adult, to provide a written statement of the rights afforded and other applicable law to alleged victims or legal guardians.

Changes the name of the state trade fair fund to the state international trade fair fund.

Modifies trade promotion provisions relating to: (1) Certification of state international trade fairs;

(2) Funds available as grants;

(3) Application for funds and division and payment of funds;

(4) Surplus funds; and

(5) Postaudits of grantees receiving funds.
