Eradicates barriers that prevent the voluntary installation of sprinkler systems in private residences by promoting education regarding the effectiveness of residential fire sprinklers and by providing financial and regulatory incentives to homeowners, builders, and water purveyors for voluntarily installing the systems.

Exempts a public water system from liability for damages resulting from shutting off water to a residential home with an installed fire sprinkler system if the shut off is due to certain causes.

Prohibits a person installing a residential fire sprinkler system in a single-family home from being required to pay the fire operations portion of the impact fee under RCW 43.21C.060.

Establishes the foreclosure fairness act to: (1) Encourage homeowners to use the skills and professional judgment of housing counselors as early as possible in the foreclosure process;

(2) Create a framework for homeowners and beneficiaries to communicate with each other to reach a resolution and avoid foreclosure whenever possible; and

(3) Provide a process for mediation when a housing counselor or attorney determines that mediation is appropriate.

Creates the foreclosure fairness account.

Removes start and end dates for phasing-in of the basic education expanded definition and certain funding enhancements and provides that the phase-in will be according to an implementation schedule adopted by the legislature.

Requires the quality education council to synthesize the recommendations and reports from certain working groups and entities to develop a concurrent phase-in schedule for the legislature to fully implement the changes to the instructional program of basic education and the enhancements of the funding formulas.

Encourages the quality education council to consider other major policy changes that schools and districts are being required to implement when developing the recommendations.

Creates the department of education as an executive branch agency.

Creates the P-12 education council to advise the secretary of the department of education on broad policy issues affecting the state's education system.

Houses the superintendent of public instruction within the department of education, however the superintendent shall retain the supervisory duties pertaining to public schools granted under the state Constitution.

Transfers the powers, duties, and functions of the state school for the blind and the Washington state center for childhood deafness and hearing loss to the department of education.

Abolishes the department of early learning, the state board of education, and the professional educator standards board and transfers their powers, duties, and functions to the department of education.

Abolishes the office of the education ombudsman.

Eliminates the Washington state school directors' association, the early learning advisory council, the quality education council, and the achievement gap oversight and accountability committee.

Requires the governor to appoint a transition team to plan the technical and practical steps required to bring the current state-level education agencies and structures into the new department.

Requires the public employment relations commission to review the existing collective bargaining units within the department of early learning to determine if these units would be appropriate units within the department of education.

Requires the code reviser to prepare legislation for the 2012 session to correct obsolete references resulting from the enactment of the act.
