Concerning a business and occupation tax deduction for amounts received with respect to mental health services.

Provides a business and occupation tax deduction to: (1) A health or social welfare organization on amounts received as compensation for providing mental health services under a government-funded program; and

(2) A person on amounts received from the state for distribution to a health or social welfare organization that is eligible to deduct the distribution under (1) above.

Expires August 1, 2016.

Funding K-3 class size reductions by narrowing and repealing certain tax exemptions.


(DIGEST OF PROPOSED 1ST SUBSTITUTE)


Narrows a tax deduction for banks and other financial institutions to fully fund critical K-3 class size reductions.

Requires the department of revenue to: (1) Annually estimate the increase in state revenue for the current fiscal year resulting from the changes made to the deduction for banks and other financial institutions; and

(2) Certify the estimated amounts to the state treasurer.

Requires the state treasurer to transfer the certified amount to the education legacy trust account.

Eliminates the disability lifeline program and the disability lifeline housing voucher program.

Creates the long-term disability assistance program, the aged, blind, and disabled assistance program, the pregnant women assistance program, and the essential needs and housing support program.

Requires the department of social and health services to review the cases of persons who have received certain medical care services to determine whether they are eligible for the long-term disability assistance program.

Requires the department of commerce to: (1) Distribute funds for the essential needs and housing support program; and

(2) In collaboration with the department of social and health services, develop a mechanism through which the department of commerce and local governments or community-based organizations can verify a person has been determined eligible for medical care services by the department of social and health services.

Clarifies that enrollment in the medical care services program is independent from the receipt of benefits under the newly created programs.

Creating the opportunity scholarship board to assist middle-income students and invest in high employer demand programs.

Establishes the opportunity scholarship act.

Creates the opportunity scholarship program and the opportunity expansion program to: (1) Help mitigate the impact of tuition increases;

(2) Increase the number of baccalaureate degrees in high employer demand and other programs; and

(3) Invest in programs and students to meet market demands for a knowledge-based economy while filling middle-income jobs with a sufficient supply of skilled workers.

Creates the opportunity scholarship board to provide oversight and guidance for the opportunity expansion program and the opportunity scholarship program.

Requires the workforce training and education coordinating board, in its comprehensive plan, to include specific strategies to reach the goal of increasing the percentage of Washington households living in the middle-income bracket or higher, as calculated by the office of financial management and developed by the agency or education institution that will lead the strategy.

Requires the joint legislative audit and review committee to evaluate the opportunity scholarship and opportunity expansion programs.

Creates the opportunity scholarship match transfer account and the opportunity expansion account.

Requires the state treasurer to distribute funds that have been awarded to higher education institutions from the accounts.

Authorizes persons eligible for the high technology research and development tax credit to contribute all or any portion of the credit to the opportunity expansion account.

Establishes reporting requirements for the opportunity scholarship board, the office of financial management, the higher education coordinating board, and the joint legislative audit and review committee.

Creates the department of enterprise services to provide centralized leadership in efficiently and cost-effectively managing resources necessary to support the delivery of state government services.

Creates the office of the chief information officer within the office of financial management, the information technology advisory board within the office of the chief information officer, the consolidated technology services agency, and the consolidated technology services board.

Abolishes the department of general administration and the public printer and transfers their powers, duties, and functions to the department of enterprise services.

Transfers certain powers, duties, and functions of the department of information services, the department of personnel, and the office of financial management to the department of enterprise services.

Transfers certain powers, duties, and functions of the department of personnel to the office of financial management.

Transfers powers, duties, and functions of the department of information services pertaining to high-speed internet activities to the department of commerce.

Authorizes state agencies, boards, commissions, and higher education institutions requiring the services of a print shop to use public printing services provided by the department of enterprise services.

Requires certain state agencies to locate existing and new servers in the state data center.

Requires the code reviser to prepare legislation for the 2012 regular session that makes the changes necessary as a result of the act.

Requires the technical working group, convened pursuant to RCW 28A.400.201, to consider how a new compensation system should reward educational attainment, years of service, multiple measures of performance, service in high-demand fields, and national board for professional teaching standards certification.

Requires the employment contract of any postprobationary certificated classroom teacher who received the lowest evaluation rating to have their contract nonrenewed first and be recalled last if a recall occurs, when reductions in the workforce occur due to enrollment decline or revenue loss.
