Creates the school employees' insurance account, the school employees' insurance administrative account, the school employees' benefits board medical benefits administration account, and the self-insured dental plan benefits administration account.

Authorizes the deferral of state and local sales and use taxes: (1) For certain sales to a manufacturer or processor for hire of machinery and equipment;

(2) For certain sales to a person engaged in testing for a manufacturer or processor for hire of machinery and equipment; and

(3) For certain sales of or charges made for labor and services rendered in respect to the machinery and equipment.
