Addresses permits and construction for the replacement of the floating bridge and landings of the state route number 520 Evergreen Point bridge on or adjacent to Lake Washington.

Prohibits the department of transportation from engaging in or contracting for construction on state route number 520 between Interstate 5 and the western landing of the floating bridge until the legislature has authorized the imposition of tolls on the Interstate 90 floating bridge and/or other funding sufficient to complete construction of the state route number 520 bridge replacement and HOV program.

Limits the rates paid to providers for medical services for incarcerated offenders and increases the copay on medical services.

Authorizes the department of corrections, under certain circumstances, to act on behalf of an inmate for purposes of applying for medicaid eligibility.

Authorizes the secretary of the department of corrections to enter into contracts with certain parties to provide behavioral health and chemical dependency treatment care to inmates.

Requires certain providers of hospital services to contract with the department of corrections for inpatient, outpatient, and ancillary services if deemed appropriate by the department.

Concerning reckless endangerment resulting from unsafe storage of firearms.


Expands the crime of reckless endangerment to include storing or leaving a loaded firearm in a location where a person knows, or reasonably should know, that a child is likely to gain access, and the child obtains possession of the loaded firearm.

Increases the fee for a concealed pistol license.
