Addressing transportation revenue.

Increases fees for abstracts of driving records, certificate of ownership, certain license plates, late penalties for title transfers, and dealer licenses.

Makes permanent, the one hundred fifty dollar fee that dealers may charge to recover certain administrative costs.

Establishes an annual license fee of one hundred dollars for electric vehicles.

Creates the public transportation grant program account.
