Creates the companion animal safety, population control, and spay/neuter assistance program to provide for spaying and neutering of feral and free-roaming cats and companion animals owned by low-income individuals.

Requires the department of health to administer the program.

Authorizes private veterinarians, private veterinary practices, animal care and control agencies, and nonprofit organizations whose services include performing spay and neuter surgeries on companion animals to apply to the department to participate in the program.

Creates the companion animal spay/neuter assistance account.

Prescribes penalties.
