SB 6396 - DIGEST

Modifies a qualifying utility's required annual conservation targets, under the energy independence act.

Authorizes the Washington State University extension energy program to provide analysis and an advisory opinion on whether a proposed electric generation project or conservation resource qualifies to meet a target.

Requires any biomass-fueled electricity generating facility, seeking designation as an eligible renewable resource, to pay a fee to the department of commerce to be used for clean energy transportation projects.

Requires the department of commerce, to the extent funds are available, to administer a grant program to support clean energy transportation projects through the green energy incentive account.

Requires the innovate Washington board to consult with the department of transportation and regional transportation organizations in making recommendations for funding to the department of commerce for clean energy transportation projects.
