Revises the definition of "eligible renewable resource," for purposes of the energy independence act, by including incremental electricity produced as a result of efficiency improvements to certain biomass generation or cogeneration facilities.

Revises the definition of "renewable resource," for purposes of the energy independence act, by: (1) Removing black liquor by-product from paper production; and

(2) Including spent pulping liquors and liquors derived from algae and other sources.
