    On page 2, beginning on line 37, after "project" strike "and to provide summer employment stipends for participating youth" and insert ".  No public funds may be used to provide stipends for youth participating in the pilot project.  However, participating organizations are encouraged to raise private money to support these stipends"

EFFECT:  Prohibits public funds from being used to provide stipends for youth participating in the pilot project.
