    On page 2, beginning on line 8, after "section." strike all material through "community." on line 11 and insert "The pilot projects selected under this section must create new programs and not be currently operating programs."

EFFECT:  Removes the requirement that one of the selected pilot projects be a currently operating program and requires that the pilots selected create new programs and not be currently operating programs.
