On page 2, after line 31, insert the following:
"NEW SECTION. Sec. 3. A new section is added to chapter 29A.08 RCW to read as follows:
(1) A person who is at least sixteen years of age and who meets all requirements to vote except age may register to vote with the department of licensing.
(2) The voter's registration will be held from entry in the statewide voter registration database until such time as the voter will be eighteen years of age and eligible to vote in the next election.
(3) (a) A confirmation notice will be sent to the voter's address at the time the voter's registration is entered into the statewide voter registration database.
(b) The confirmation notice must include notice to the registrant
that he or she must respond with a signed declaration submitted under
penalty of perjury stating the address of the current legal residence
of the registrant. The signature on the declaration must be verified
against the signature on the registration application. If the
signature cannot be verified, the county auditor should provide notice
to the registrant of any such discrepancy.
(c) Except for a registrant who registers as a military voter, if
the registrant fails to respond to the confirmation notice or the
signature cannot be verified as required under this section, then no
ballot shall be sent to the registrant.
(d) Upon receiving acceptable verification, the county auditor may
issue a ballot to the registrant.
(4) The secretary of state is authorized to adopt rules to implement this section."
Renumber the remaining sections consecutively and correct any internal references accordingly.
Correct the title.

EFFECT: 1) Requires that a preregistrant's registration not be entered into the statewide registration database until he or she is eligible to vote; 2) Requires the registrant to respond to the confirmation notice with a signed declaration submitted under penalty of perjury stating the address of the current legal residence of the registrant; 3) Requires that the signature on the declaration be verified against the signature on the registration application; 4) Prohibits a ballot from being sent to a registrant who fails to respond to the confirmation notice or whose signature cannot be verified, unless the registrant has registered as a military voter; and 5) Authorizes the issuance of a ballot if the registrant provides acceptable verification.
