    EFFECT:   The amendment makes the following changes to the striking amendment:

·    Broadens the definition of a "leased energy system" from only including renewable energy systems leased by an electric utility to a customer of an electric utility, to including such systems when "used by a customer pursuant to a contract with the electric utility". 

·    Renames such systems "utility-contracted energy systems" and changes references throughout.

·    Adds language pertaining to the authority of the Utilities and Transportation Commission to protect consumers of distributed renewable energy systems, providing that in addition to protecting consumers from deceptive practices, this authority extends to protection from imprudent practices that would negatively affect the safety or reliability of the electricity available in Washington.
