    Renumber the remaining sections consecutively and correct any internal references accordingly.

EFFECT:  Removes all state toxics control account appropriations and increases motor vehicle account appropriations by corresponding amounts.  Removes the section providing the authority to expend state toxics control account funds on storm water permit compliance activities at the department of transportation.   

FISCAL IMPACT:

Increases Motor Vehicle Acct--State appropriations by $19,921,000.

Increases Puget Sound Ferry Operations Account--State by $100,000.

Decreases State Toxics Control Account--State appropriations by $20,021,000.

Transfers $10,000,000 from the Multimodal Transportation Account--State to the Motor Vehicle Account--State.
