    On page 2, after line 33 of the striking amendment, insert the following:

    "(5) No specialty or therapeutic court established by court rule shall enforce a foreign law, if doing so would violate a right guaranteed by the Constitution of this state or of the United States."

EFFECT: Prohibits specialty and therapeutic courts established by court rule from enforcing any foreign law that violates a constitutional right.
