    On page 23, after line 32 of the striking amendment, insert the following:

"NEW SECTION. Sec. 20.  A new section is added to chapter 69.50 RCW to read as follows:

    (1) The state liquor control board must adopt rules to establish the procedures and criteria necessary to implement the following:

    (a) A license for medical marijuana producers that is separate and distinct from the marijuana producer licensing procedures and criteria established pursuant to RCW 69.50.345; and

    (b) A license for medical marijuana processors that is separate and distinct from the marijuana processor licensing procedures and criteria established pursuant to RCW 69.50.345.

    (2) Procedures and criteria developed under subsection (1) of this section must recognize the unique nature of the needs of patients who use marijuana for medical purposes, including consideration of THC concentration in marijuana and marijuana products."

    Renumber the remaining sections consecutively and correct any internal references accordingly.

EFFECT:  Directs the Liquor Control Board to establish licensing procedures for medical marijuana producers and processors that are distinct from the other marijuana producer and processor licenses.
