    Strike everything after the enacting clause and insert the following:

    "Sec. 1. RCW 39.12.015 and 1965 ex.s. c 133 s 2 are each amended to read as follows:

    (1) All determinations of the prevailing rate of wage shall be made by the industrial statistician of the department of labor and industries.

    (2) A pilot project is created to establish the prevailing rate of wage for the following trades:  Inside electricians; powerline construction electricians; plumbers, pipefitters, and steamfitters; sprinkler fitters; sheet metal workers; and ironworkers.  Under the pilot project, the industrial statistician shall establish the prevailing rate of wage by adopting the hourly wage, usual benefits, and overtime pay established in collective bargaining agreements for the specified trades.  The industrial statistician shall exclude collective bargaining agreements covering federal projects when establishing the prevailing rate of wage under the pilot project.  The prevailing rate of wage under the pilot project must be published no later than February 2015, and may be adjusted semiannually based on changes to the collective bargaining agreements.  If there is no collective bargaining agreement, the prevailing rate of wage shall be established by conducting wage surveys.  The pilot project expires August 1, 2018."

    On page 1, line 3 of the title, after "available;" strike the remainder of the title and insert "amending RCW 39.12.015; and providing an expiration date."

EFFECT:   Creates a pilot project to determine the prevailing rate of wage for electricians, plumbers, sheet metal workers, and ironworkers by adopting the wage established in collective bargaining agreements.  Collective bargaining agreements covering federal projects will not be included when establishing the prevailing wage.  The pilot project expires August 1, 2018.
