EFFECT: Deletes basic commodity transportation, energy development, and conservation or efficiency projects from the list of eligible projects for designation as a project of statewide significance. Adds construction materials, development of renewable resources, and environmental conservation or efficiency to the list of eligible projects for designation as a project of statewide significance.
