On page 4, after line 9, insert the following:
"(d) The director of the department may not qualify a project under this section when the construction or operation of the project may interfere with national defense readiness."

EFFECT: The Department of Commerce Director may not qualify a project for expedited permitting when the project may interfere with national defense readiness.
