Requires the attorney general to develop and implement: (1) A training program regarding the legal requirements and purposes of the open public meetings act;

(2) A training program on the legal requirements and purposes of the public records act and chapter 40.14 RCW (preservation and destruction of public records); and

(3) An intensive training seminar for public records officers.

Requires every member of the governing body of a public agency to complete the open public meetings act training course implemented or accredited by the attorney general.

Requires each elected state or local official, and each person appointed to fill a vacancy in elective office, who is subject to the requirements of the public records act, to complete certain training courses.
