Facilitates resource stewardship, interpretative activities, cultural events, and works of art in state parks by promoting a balanced financing system for state parks programs and services.

Requires the office of financial management to consult with the director of the parks and recreation commission and deliver a report to the legislative fiscal committees that presents a detailed forecast of the fiscal opportunity cost incurred by the commission in complying with fee reductions and exemptions for the upcoming fiscal biennium.

Authorizes the parks and recreation commission to enter into an agreement regarding the transfer of park management responsibilities with certain entities.
