Expands metal theft provisions.

Prohibits a person from engaging in the business of a scrap metal processor, scrap metal recycler, or scrap metal supplier without first applying for and receiving a scrap metal license.

Authorizes the chiefs of police, the county sheriffs, and the Washington state patrol to inspect licensee's licensed premises and records.

Establishes the Washington metal theft prevention authority to determine the scope of the problem of metal theft, analyze the various methods of combating the problem, and develop and implement a plan of operation and a financial plan.

Requires the Washington association of sheriffs and police chiefs to implement and operate an ongoing electronic statewide no-buy list database program.

Creates the Washington metal theft prevention authority account.
