Provides a tax exemption on the sale and use of gun locks.

Levies a fee on each retail sale of a firearm and all ammunition in the state.

Creates a firearm-related injury and death prevention education program to be administered by the department of health.

Requires the department to: (1) Begin implementation of the program in January 2014; and

(2) Identify public education efforts currently underway to educate firearm owners and prevent firearm-related injuries and death.

Creates the firearm-related injury and death prevention account.
