Requires the department of licensing to provide education about and market the benefits that are derived from the voluntary five-dollar donation that is collected at the time of vehicle registration renewal and is used for the operation and maintenance of state parks.

Requires new standard issue license plates to be issued when ownership of a vehicle changes.

Eliminates the periodic replacement of license plate exceptions.

Requires the department of licensing, a county auditor or other agent, or a subagent, before accepting an application for a renewal vehicle registration, to charge a one dollar and twenty-five cent license plate fee per each license plate on the vehicle.
