Changes licensing requirements for geoduck divers.

Prohibits the director of the department of fish and wildlife from issuing more than seventy-five geoduck diver licenses in any one year, beginning on January 1, 2015.

Requires the department of natural resources to: (1) Create a geoduck diver safety program and establish safety requirements for licensed geoduck divers; and

(2) Establish a geoduck harvest safety committee to review and evaluate the safety program's success and effectiveness and recommend to the department appropriate changes to improve the geoduck diver safety program.

Requires licensed geoduck divers, beginning on January 1, 2015, to annually complete the geoduck diver safety program.
