Changes the status of the liquor control board from a limited authority Washington law enforcement agency to a general authority Washington law enforcement agency.

Requires a peace officer or enforcement officer of the liquor control board, under certain circumstances, to reimburse his or her training agency for the cost of basic law enforcement academy training that the officer received.

Allows state patrol cadets, state patrol officers, and peace officers or enforcement officers of the liquor control board admittance to the Washington state patrol academy.

Allows law enforcement personnel, including an employee who is a peace officer or enforcement officer of the liquor control board, admittance to the criminal justice training commission's basic law enforcement academy.
