Addresses mitigating circumstances during an adjudication process relating to toll nonpayment detected through the use of a photo toll system.

Requires the department of transportation to submit to the legislative transportation committees an annual report on the number of times adjudicators reduce or dismiss a civil penalty and the total amount of civil penalties dismissed.
