Establishes categorical exemptions from SEPA requirements for: (1) Development proposals in certain counties and cities that are consistent with the applicable comprehensive plan and development regulations adopted or amended under the growth management act; and

(2) Development proposals in shorelines of the state that are consistent with the applicable master programs adopted or amended under the shoreline management act.
