Encourages school districts to use family and community engagement coordinators to coordinate cooperative partnerships between schools, the school district, and an array of community-based organizations in order to expand academic and nonacademic program offerings using school facilities outside of the regular school day or year.

Changes the term "parent involvement coordinator" to "family and community engagement coordinator."
