Establishes the local control over marijuana commerce act.

Grants the authority to local governments to prohibit the operation within their jurisdictional boundaries of any business or facility involved in the production, processing, or sale of marijuana.

Prohibits the liquor control board from issuing or renewing a commercial marijuana license for an applicant or existing licensee whose place of business is located within the jurisdictional boundaries of a local government that has enacted an ordinance prohibiting the operation of a facility or business for the production, processing, or retail sale of marijuana.
