Requires the director of the department of labor and industries to establish procedures for the issuance of special training certificates to employers authorizing the employers to pay training wages to new employees.

Requires an employer who discharges an employee working under the special training certificate, before the employee's completion of six hundred eighty hours, to notify the director and provide an explanation for the discharge.
