Expands transportation demand management through community trip reduction.

Authorizes a city or county to establish a transportation demand management program to: (1) Reduce vehicle miles traveled and drive alone trips; and

(2) Improve the mobility of people and goods through the use of locally determined strategies to reduce work commute or other driving trips.
