Authorizing state-tribal education compact schools.


(DIGEST OF PROPOSED 2ND SUBSTITUTE)


Authorizes the superintendent of public instruction to enter into state-tribal education compacts and provides requirements for schools that are subject to such compacts.

Includes in a school district's levy base, certain funds allocated by the superintendent of public instruction to a school located in the district that is the subject of a state-tribal education compact.

Requires the department of early learning to convene a working group to develop pilot programs to work in conjunction with state-tribal education compact schools.

Provides for an August 1, 2023, expiration of the working group.

Modifies derelict and abandoned vessels provisions relating to the sale or transfer of the vessels.

Authorizes the department of natural resources to develop and administer a vessel turn-in program.

Requires the departments of enterprise services, natural resources, fish and wildlife, transportation, and ecology, the parks and recreation commission, institutions of higher education, local governments, and port districts, before transferring ownership of a vessel, to conduct a thorough review of the physical condition of the vessel, the vessel's operating capability, and any containers and other materials that are not fixed to the vessel.

Requires the department of natural resources to reevaluate certain criteria regarding the prioritization of vessel removals funded by the derelict vessel removal account.

Authorizes the department of ecology, after satisfying certain provisions relating to administrative search warrants, to board a vessel for the purposes of mitigating a potential threat to health, safety, or the environment, or for identifying ownership of the vessel.

Requires the office of the superintendent of public instruction to develop a request for proposals and select through a competitive process an applicant to serve as the contracted facilitator and administrator for the project.

Requires the joint legislative audit and review committee to conduct an analysis of K-12 professional development for teachers and principals.

Provides that the act is null and void if appropriations are not approved.

(2) Assess a fee upon subsequent development.

Establishing a comprehensive initiative to increase learning opportunities and improve educational outcomes in science, technology, engineering, and mathematics through multiple strategies and statewide partnerships.


(DIGEST OF PROPOSED 1ST SUBSTITUTE)


Adopts the definition of "STEM literacy" as follows: The ability to identify, apply, and integrate concepts from science, technology, engineering, and mathematics to understand complex problems and to innovate to solve them.

Establishes the STEM education innovation alliance to: (1) Advise the governor and provide vision, guidance, assistance, and advice to support the initiatives under the act, as well as other current or proposed programs and initiatives, that are intended to increase learning opportunities and improve educational outcomes in STEM; and

(2) Develop a STEM education report card.

Requires the education data center to coordinate data collection and analysis to support the report card.

Requires the employment security department to create an annual report on current and projected job openings in STEM fields.

Requires the state education agencies to report on how their policies, activities, and expenditures of public resources align with and support the STEM framework for action and accountability.

Requires the office of financial management to contract with a statewide nonprofit organization with expertise in promoting and supporting STEM education from early learning through postsecondary education.

Requires the office of the superintendent of public instruction, in consultation with the STEM education innovation alliance, to identify and disseminate resources and materials to elementary, middle, and high schools that are intended to encourage and increase interdisciplinary instruction and project-based learning in STEM.

Requires the student achievement council to consult with the STEM education innovation alliance to align strategies under the ten-year roadmap with the STEM framework for education and accountability developed by the alliance.

Requires the state board of education to adopt rules to increase the number of course credits in science that are required for high school graduation.

Requires funds to be appropriated each school year in amounts sufficient to provide twenty grants of five thousand dollars to support student participation in team-based STEM activities and projects that involve robotics and engineering competitions.

Requires the office of the superintendent of public instruction to allocate the funds each year using a lottery system.

(3) Provide the local law and justice council or other designated county authority, and a city's chief law enforcement officer if the housing is located within a city, with notice any time a housing provider or new housing location is added to the list within that county.

Addressing the management of state debt.

Requires the state finance committee to advise and make recommendations to the governor and the legislature on the levels and types of state debt to be authorized to fund essential capital and transportation projects while protecting the state's credit rating, maintaining financial market access, and also preserving future budgetary flexibility.

Requires budget documents to include debt service required to be paid from any fund for bonds, including payment requirements on projects financed by other methods for the full term of the financing.

Requires the state treasurer to: (1) Publish a debt affordability study that provides an assessment of the state's current debt portfolio and an analysis of the impact of future debt issuance; and

(2) Convene and staff a work group to assist with the study.

Requires the governor, to the extent any budget document or documents set forth a proposal to issue debt not previously authorized, to prepare a bond authorization bill that reflects the amount and type of debt proposed to be issued.

Prohibits budget documents from setting forth a proposal that relies on an amount of state debt that exceeds the bond authorization bill.

(2) Provide for maintenance and control of vegetation growth in storm water retention ponds;

(3) Consult with the local mosquito control district in the development of construction plans that include storm water retention ponds; and

(4) Use integrated pest management for mosquito control or abatement in storm water retention ponds.

Modifies derelict and abandoned vessels provisions relating to the sale or transfer of the vessels.

Authorizes the department of natural resources to develop and administer a vessel turn-in program.

Requires the departments of enterprise services, natural resources, fish and wildlife, transportation, and ecology, the parks and recreation commission, institutions of higher education, local governments, and port districts, before transferring ownership of a vessel, to conduct a thorough review of the physical condition of the vessel, the vessel's operating capability, and any containers and other materials that are not fixed to the vessel.

Requires the department of natural resources to reevaluate certain criteria regarding the prioritization of vessel removals funded by the derelict vessel removal account.
