Addressing criminal incompetency and civil commitment.


(DIGEST OF PROPOSED 2ND SUBSTITUTE)


Finds that: (1) There are a small number of individuals who commit repeated violent acts against others while suffering from the effects of a mental illness and/or developmental disability that both contributes to their criminal behaviors and renders them legally incompetent to be held accountable for those behaviors; and

(2) The existing civil system of short-term commitments under the involuntary treatment act is insufficient to protect the public from these violent acts.

Revises the involuntary treatment act to account for this small number of individuals in order to serve the state's compelling interest in public safety and to provide for the proper care of these individuals.

Reducing scrap metal theft.

Expands metal theft provisions.

Prohibits a person from engaging in the business of a scrap metal processor, scrap metal recycler, or scrap metal supplier without first applying for and receiving a scrap metal license.

Authorizes the chiefs of police, the county sheriffs, and the Washington state patrol to inspect licensee's licensed premises and records.

Requires the Washington association of sheriffs and police chiefs to: (1) Implement and operate an ongoing electronic statewide no-buy list database program; and

(2) Establish a grant program to assist local law enforcement agencies in the support of special enforcement emphasis targeting metal theft.

Provides that certain sections of the act are null and void if appropriations are not approved.

Regulating interpreter services.


(DIGEST OF PROPOSED 2ND SUBSTITUTE)


Authorizes the department of social and health services and the state health care authority to purchase interpreter services on behalf of limited-English speaking applicants and recipients of public assistance.

Authorizes the department of labor and industries to purchase interpreter services for medical and vocational providers authorized to provide services to limited-English speaking injured workers or crime victims.

Requires, no later than September 1, 2015, the department of social and health services, the state health care authority, and the department of labor and industries to purchase spoken language interpreter services.

Requires the department of social and health services to establish the spoken language interpreter advisory group to advise the departments of social and health services, labor and industries, and enterprise services and the state health care authority on the certification and authorization of spoken language interpreters.

Requires the department of enterprise services to, by September 1, 2015, develop and implement a model that all state agencies must use to procure spoken language interpreter services.

Establishes the STEM education innovation alliance to: (1) Advise the governor and provide vision, guidance, assistance, and advice to support the initiatives under the act, as well as other current or proposed programs and initiatives, that are intended to increase learning opportunities and improve educational outcomes in STEM; and

(2) Develop a STEM education report card.

Requires the education data center to coordinate data collection and analysis to support the report card.

Requires the employment security department to create an annual report on current and projected job openings in STEM fields.

Requires the state education agencies to report on how their policies, activities, and expenditures of public resources align with and support the STEM framework for action and accountability.

Requires the office of financial management to contract with a statewide nonprofit organization with expertise in promoting and supporting STEM education from early learning through postsecondary education.

Requires the office of the superintendent of public instruction, in consultation with the STEM education innovation alliance, to identify and disseminate resources and materials to elementary, middle, and high schools that are intended to encourage and increase interdisciplinary instruction and project-based learning in STEM.

Requires the student achievement council to consult with the STEM education innovation alliance to align strategies under the ten-year roadmap with the STEM framework for education and accountability developed by the alliance.

Requires the director of the department of labor and industries, upon request of a victim or victim's representative, to meet with the victim or representative regarding an inspection or investigation concerning an employee's serious physical harm that resulted in in-patient hospitalization or death.

Places requirements on an employer, that is required by law or chooses to establish a safety committee, to communicate and evaluate safety and health issues in the workplace and to provide to each new employee at the time of hiring and before beginning work written information about certain employee rights.

Requires the WISHA advisory committee to continue its work of reviewing and making recommendations regarding civil penalties under the industrial safety and health act to ensure that the assessment of civil penalties meets the requirements under the occupational safety and health act.
