Providing education funding from sales tax revenues from remote sellers.
Requires the department of revenue to: (1) In consultation with the economic and revenue forecast work group, if either contingency in RCW 82.08.050(12) occurs, annually estimate the anticipated net increase in state sales tax revenue resulting from remote sellers collecting and remitting sales tax on retail sales to buyers located in this state; and(2) Notify the state treasurer of the estimated amount for that fiscal year.Requires the state treasurer to transfer that amount from the general fund to the education legacy trust account.

Concerning the expenditure limit for the state universal communications services program.
Requires the utilities and transportation commission to: (1) Make expenditures of five million dollars per fiscal year for the state universal communications services program, less administrative costs appropriated in the omnibus operating appropriations act to the commission to administer the program; and(2) Make distributions for the fiscal year by October 1st of the fiscal year in order to ensure that the entire five million dollars is expended.

Changing the effective date of modifications to the aged, blind, and disabled and the housing and essential needs programs.
Changes the effective date from July 1, 2015, to July 1, 2014, for chapter 10, Laws of 2013 2nd sp. sess., regarding the continuation of safety net benefits for persons determined to have a physical or mental disability which makes them eligible for the aged, blind, or disabled program or the essential needs and housing support program.

Concerning refilling eye drop prescriptions.
Authorizes a pharmacist to provide for one early refill of a prescription for eye drops to treat glaucoma, without consulting a physician or obtaining a new prescription or refill from a physician, if certain conditions are met.
