Requires the transfer of any residual balance of funds remaining as follows: (1) In the public printing revolving account to the enterprise services account;

(2) In the Puyallup tribal settlement account to the motor vehicle fund; and

(3) In any other account abolished in the act to the state general fund.

Requires a school district, pending a final decision of the hearing officer, to deposit into an interest-bearing trust account money that would be sufficient to compensate the employee for back pay if the final decision is in favor of the employee.

Concerning fossil fuel production.


Imposes an excise tax upon the severance of oil and gas from any lands or waters of the state.

Provides an exemption from the excise tax on the value of: (1) Any oil or gas reinjected for storage;

(2) Any oil or gas owned by a producer or producers exempt from tax by reason of federal law or a compact negotiated by the state with a tribal government; and

(3) Liquid hydrocarbons that are a byproduct of carbon sequestration.

Requires the department of revenue to: (1) Deposit eighty percent of the amount collected from the excise tax in the park land trust revolving fund; and

(2) Deposit twenty percent of the amount collected from the excise tax in the local government severance taxation account established in the state treasury.

Exempts from property taxation, oil or gas reserves and leases on the rights to develop and operate upon or within any lands and waters of the state for oil or gas and the property rights attached to or inherent therein.

Creates the sustainable energy trust account.

(4) Is operated pursuant to rules adopted by the utilities and transportation commission; and

(5) Advances universal service in a manner not inconsistent with the requirements of the federal telecommunications act.

Increases access to the high quality early childhood education and assistance program for young learners by increasing funding to allow more children to participate.

Requires the department of early learning to expand the early childhood education and assistance program to serve more children in the 2013-2015 fiscal biennium.

Requires the office of the superintendent of public instruction to create partnerships to develop and deliver professional development learning opportunities in reading instruction for K-3 teachers.

Requires school districts to provide: (1) Remediation for a student who did not meet the state standard on the fourth grade statewide student assessment in English language arts in the previous school year; and

(2) Supplemental learning opportunities through an extended school day or school year or through a summer school program for certain students retained in third grade or eligible to be retained but promoted to fourth grade.

Allows for an automatic enrollment in an intensive summer school program for certain students.

Requires each school district board of directors to adopt an academic acceleration policy for high school students.

Establishes the academic acceleration incentive program, subject to funds appropriated for this purpose, with the intent that the funds awarded under the program be used to support teacher training, curriculum, technology, examination fees, and other costs associated with offering dual credit courses to high school students.
