Requires the office of the state treasurer, the office of financial management, and the code reviser's office to review statutes relating to state capital construction funds and accounts and bond authorizations and submit recommended legislation for those statutes that are inactive, obsolete, or no longer necessary for continued publication in the Revised Code of Washington.

Requires the transfer of any residual balance of funds remaining as follows: (1) In the Puyallup tribal settlement account to the motor vehicle fund; and

(2) In any other account abolished in the act to the state general fund.

Increases the initial fees and renewal fees for endangered wildlife special plates, Washington's wildlife collection special plates, and wild on Washington special plates and requires ten dollars of the amount deposited into the state wildlife account from those fees to be used for the department of fish and wildlife's wolf management efforts or payments for livestock injury and loss caused by wolves.

Authorizes the department of fish and wildlife to pay not more than fifty thousand dollars per fiscal year from the state wildlife account for claims and assessment costs for injury or loss of certain livestock caused by wolves.

Creates the wolf-livestock conflict account.

Requires the office of the state human resources director to gather market salary data related to psychologists and psychiatrists employed by the department of social and health services and the department of corrections and report to the governor and relevant committees of the legislature by June 30, 2013.

Creates the Washington marine resources advisory council within the office of the governor to: (1) Maintain a sustainable coordinated focus by increasing the state's ability to work to address impacts of ocean acidification; and

(2) Advise and work with the University of Washington and others to conduct ongoing technical analysis on the effects and sources of ocean acidification.

Addressing employee wellness programs.

Requires state employee health care benefit plans to be offered in conjunction with an employee wellness program.

Requires the governor to appoint an eight member health and wellness advisory committee to consult with and advise the director of the state health care authority regarding the employee wellness program.

Requires the state health care authority to engage in collaborative discussions with enrollees in the public employees' benefits board program, the various employee unions representing employees, and state agencies to expand the employee health and wellness program and build a strategic link with the benefit design and worksite supports.
