(2) At a minimum, consult with stakeholders representing on-site septic operators, cities, counties, special purpose districts, the environmental community, and the business community.

Authorizes the department of corrections, if an offender was sentenced pursuant to a conviction for a sex offense, to require the offender to refrain from direct or indirect contact with the victim of the crime or immediate family member of the victim of the crime.

Requires the indeterminate sentence review board to impose a condition requiring an offender to refrain from contact with a victim or immediate family member of the victim.

Requires the department of corrections, at the time of providing notice of a sex offender's proposed residence, to include notice that a victim or immediate family member of a victim may request that the offender refrain from contacting him or her as a condition of the offender's community custody if that condition is not already provided by court order.

Authorizes the department of social and health services to serve upon a responsible parent a notice informing the responsible parent of the department's intent to submit a parent's name to a licensing entity responsible for issuing or renewing drivers' licenses, professional or occupational licenses, or recreational or sporting licenses as a licensee who is not in compliance with a child support order.

Requires state agencies that issue drivers' licenses, professional or occupational licenses, or recreational or sporting licenses to withhold, restrict, or suspend the license of a responsible parent when the department of social and health services certifies that parent's name as being a licensee who is not in compliance with a child support order.

Prohibits a local retail sales and use tax from being imposed if an adjacent city, which did not exist at the time of initial determination of the potential annexation area, would be able to annex the area without claiming the tax.

Requires the legislative authority of an adjacent city to adopt an ordinance that states that the city would be able to annex the area without claiming the tax as evidence of their ability to do so.

Requires an electronic benefit card issued to or on behalf of a person receiving public assistance to contain a photo identification of the person authorized to use the card.

Requires any costs associated with the photo identification requirement to be spread out over a six-month period and be deducted from the electronic benefit card issued to the person receiving assistance.

Concerning statements made by juveniles during assessments or screenings for mental health or chemical dependency treatment.


Prohibits statements, admissions, or confessions made by a juvenile in the course of a mental health or chemical dependency screening or assessment from being admitted into evidence against the juvenile on the issue of guilt in a juvenile offense matter or adult criminal proceeding, unless the juvenile has placed his or her mental health at issue.

Concerning local transit revenue.


Authorizes the legislative body of a city transit system, a county transportation authority, a metropolitan municipal corporation transit system, a public transportation benefit area, an unincorporated transportation benefit area, a regional transit authority, or a special purpose district formed to operate a public transportation system to impose: (1) A local motor vehicle excise tax on the value of a motor vehicle;

(2) A tax for the privilege of selling or exchanging capital assets; and

(3) An excise tax on a certain percentage of the total payroll of an employer with a specific number of employees.

Establishing a temporary teen training wage.


Authorizes employers to pay teen training wages to new employees sixteen to nineteen years of age at eighty-five percent of the minimum wage required under the state minimum wage act or at the minimum wage rate required under federal law, whichever is greater.

Providing incentives for recycling beverage containers.


Requires certain beverage containers to have a refund value of not less than five cents.

Authorizes the liquor control board to certify certain beverage containers to: (1) Promote the use of reusable beverage containers of uniform design; and

(2) Facilitate the return of containers to manufacturers for reuse as a beverage container.

Authorizes any person to establish a redemption center, subject to the approval of the liquor control board, to facilitate the return of empty beverage containers and to serve dealers of beverages.
