Requires persons obtaining or renewing their state-issued drivers' licenses or related identification to show proof of their United States citizenship or their lawful presence within the United States.

Requires the department of licensing to: (1) Maintain records of an applicant's status as a citizen or noncitizen;

(2) Make the records available to the secretary of state and state and local criminal justice agencies; and

(3) Verify the status of an applicant through the systematic alien verification for entitlements program or through verification with the social security administration.
