Requires the liquor control board to issue an endorsement as a cigar lounge and as a retail tobacconist shop to a business that meets certain requirements.

Requires funds from the special license endorsement application fees to be deposited into the liquor revolving fund and the tobacco prevention and control account.

Allows the use or smoking of tobacco products in certain public places and places of employment.
