Exempts engine retrofits that would void warranties from certain fuel usage requirements.

Requires the department of commerce to convene an advisory committee to work with the department to develop rules on electricity and biofuel usage goals.

Requires the rules to provide the authority for local government subdivisions to elect to exempt police, fire, and other emergency response vehicles, including utility vehicles frequently used for emergency response, from certain fuel usage requirements.
