Requires a court that orders that a child be placed with a caregiver over the objections of the parent, to articulate, on the record, his or her reasons for ordering the placement.

Requires the department of social and health services to: (1) When there is an active criminal investigation against a parent or sibling who desires visitation with a child, make a concerted effort to consult with the assigned law enforcement officer in the criminal case before recommending any changes in parent/child or child/sibling contact;

(2) Include in its policies and protocols concerning visitation for dependent children, consultation with the assigned law enforcement officer in the event of an active criminal investigation of the parent; and

(3) In the event a judge orders a parent to undergo a psychosexual evaluation, reassess visitation duration, supervision, and location, if appropriate.

Provides ongoing domestic violence training and consultation to caseworkers.
